Your LPS root is:
C:\Program Files\OpenLaszlo Server 3.1\Server\lps-3.1

That's where the WEB-INF directory is.

Subject: [Laszlo-user] Setting up IDE4Laszlo in Eclipse

Hello Everyone,

I have successfully installed the IDE4Laszlo plug-in for Eclipse 3.1.1.
I went to FILE->NEW->PROJECT and said I wanted to create a new Laszlo
project. I am then prompted to set my project up. I name my project and
proceed to the next step. In the LPS Root field, I put the path to my
LPS web folder which is "C:\Program Files\OpenLaszlo Server
3.1\Server\lps-3.1\my-apps. The system immediately gives me the
following error:

"Specified LPS web root is not valid. You may have specified a
non-existent directory or the LPS version specified may not be version
3.1."

I cannot continue to setup my project. I know that the directory is
correct. I know it exists. What am I doing wrong? Would someone be so
kind as to help me out?

Thanks!
