Hi Roy looking at the email header it looks like your on Windows. All i can tell you is that for linux the software is conveniently either bundled into tailor made packages for the common linux distros and in slackware's case as a build : https://slackbuilds.org/repository/14.2/academic/latex2html/?search=latex2html
