I suspect there is a fundamental problem and we may be idiots. Since we
designed teams and mailing lists to not work like users expect, we need
to do as we tell our users:
Do not use a communication team for control!
If the team has a mailing list, it is for *human* communication and it
should note be used for access control, and certainly never be placed in
a position where automated messages will be sent to it.
Do we need a mailing list for this team? Isn't this team vestigial to
the old wiki page?
