I just ran into this myself. The problem is that
launchpad-database-dependencies requires postgresql-8.3,
postgresql-contrib-8.3, postgresql-plpython-8.3, BUT
utilities/launchpad-database-setup will use postgresql 8.4 if it is
found to be installed.
It occurs to me that it might be considered a bug that
utilities/launchpad-database-setup.py prefers a postgres version
different to that pulled in by launchpad-database-dependencies?
