Steve Alexander implemented facets so that I could specify which tab (Overview, Bugs, Blueprints, etc) should be active for a Launchpad page. I'm sorry I don't remember why facets and layers both exist. But I think this might be a clue to what layers do: <https://bugs.launchpad.net/ubuntu/lucid/+translations> redirects to <https://translations.launchpad.net/ubuntu/lucid/+translations>.
