Thanks for bringing up this issue.  In the past I've championed driving the set 
of unlanded branches towards zero but have not been successful.  Automated 
nagging emails certainly don't work and real-live 
<strike>nagging</strike>encouragement is only nominally better.

Some branches are approved but have problems that later showed up and need to 
be fixed.  Some represent intermediate work for a larger task that was later 
abandoned.  I've been hesitant to change the status as the branches will then 
not be visible on +activereviews any more and the work will probably be lost.  
In the past I've also had conversations about these branches either on IRC or 
via email but the replies are lost so I'll now be sure to do that in the MP.

I share Jono's view that these branches represent a lot of waste:  the 
developer's time, the reviewer's time, and the added time it'll take to make 
the approved branch landable after weeks of decay.
