It turns out that celery 2.5 (the version we have in quantal) does not support
the """'options': {'queue': Broadcast(DHCP_LEASE_UPLOAD_WORKER_QUEUE)}"""
syntax. I'm investigating that at the moment but the rest of this branch (i.e.
the vast majority of it) can still be reviewed before I've figured out the
broadcast bit.
