The actual error is in the upstream module itself - where they missed to specify configobj as a build dependency in setup.py file that is used to build wheels.
They correctly specified it in the - https://github.com/breezy-team/breezy/blob/3.2.0-1/debian/control debian control file but missed in the setup.py file for some reasons.
