What are you trying to point out here? There is a horizontal scrollbar in the screenshot, but that is only because you've typed a very long word into the text box. You'd see that on any website. Launchpad uses a simple HTML conversion that splits paragraphs at blank lines, but also tries to maintain indentation and newlines that don't just look like text wrapping. It also converts URLs and bug numbers to hyperlinks. In the past, people have usually complained that too much text formatting is done, and that they'd prefer if no formatting was done (usually in relation to code snippets included in comments). I think the current algorithm we've got does a pretty good job at addressing both points of view: paragraph text gets wrapped and code samples usually pass through intact.
