It seems to me that something recently changed that when I subscribe to a bug or make a comment and subscribe to that bug, I see in my email the comment I made, and then I get a notification of the original bug. OR if there is a change to a package that I am a bug watcher on, I get notification of the change to the package and then followed up by the originial bug.
