It doesn't have nothing about changelog LP: #number ... it's should be an internal cleaner for old bugs. For example: That are in needs info for long time, or fix commited for long time.. or even with any change made, only reported.. if they've for example, more than 6 months, they should be rejected automatically.
I think there is some ideas (some spec to do) first about this. It isn't hard to implement I think..
