There are good reasons for launchpad to have the infrastructure for
private bugs - security bugs, with instructions to exploit them are an
obvious example.  Similarly there's a good reason for apport bugs to
(currently) default to being private - the crash logs contain a chunk of
memory, which could contain all sorts of interesting, private
information like passwords, private keys, bank account numbers, etc.

Until launchpad grows a real crashreport database with appropriate
access restrictions, making the bugs private is an appropriate
work-around.
