We support UTF-8 strings in English messages quite well: https://translations.launchpad.net/ubuntu/feisty/+source/gnome-panel/+pots/gnome-panel-2.0/it/430/+translate My initial guess is that there's a problem with DDTP-Ubuntu template (.pot file). It needs to specify encoding for the POT file if it's not Latin-1 (default for gettext, I think).
