That sounds perfect. I would just add a countdown, since people cannot always easily/accurate translate utc to local. And, per the other thread, I doubt people care about the version number. Launchpad will be offline for an upgrade on 21 Feb from 02:00 UTC (18 hours from now), for no more than 90 minutes. and link it to the news article.
