There is a valid instance for when you would want the ability to select 'merged' in the status drop down menu. If the changes that a branch makes are applied in trunk without a formal merge (bzr merge) being performed, the status will not automatically change. This is because Launchpad does not know that all changes made in the branch have been applied upstream. This is a case where you would need to manually change the status to 'merged'.
