If you are going to file a bug ***on a package in Ubuntu*** then it's
preferred that you use apport or ubuntu-bug. The Ubuntu platform team
strongly prefer it, since it guarantees a certain minimal amount of
information in the bug report and can help prevent duplicates.

If you are filing a bug on a regular software project hosted on
Launchpad, then just use the webapp, following any instructions that
the project maintainers have put there.
