As a user of PPAs, both as uploader and consumer, I would have to say: I
absolutely and completely disagree.

This restriction prevents people from shooting themselves *and users of
their PPA's* in the foot.

The frequency with which questions about this and other version
numbering issues proves that just because someone knows enough to create
and upload to a PPA, really *doesn't* imply any degree of expertise with
proper version numbering.
