yes.

Also:
* establish pre / co requisites for bugs
* point to underlying design flaws that
are root cause of coding error.
* people to find bugs to use skills
learned on other related problems.
Most useful would be:
Bug link / relationship type
Where 'relationship type' was sibling/parent/child.
The "also effects project " and "effects me" are similar but not identical.
