Basically, yes. The PPA terms [1] allow for software that is freely
distributable, which I believe covers Arand's situation.

If Arand, or the game's developer, were to host development of the
project on Launchpad, then the project licensing terms [2] would kick
in for that aspect and they would need either a commercial
subscription or to adopt an open source licence.
