The Base package upgrade costs exactly the same than the Full. So why would
you do that?
You will loose the additioanl functionality for future LabVIEW versions as
you can't upgrade a specific LabVIEW license twice.

As long as the VI doesn't use any Advanced Analysis functions and a few other
libraries there is no problem in openening VIs in a Base package. Technically
they are exactly the same LabVIEW executables but with a different set of
function libraries which come with it.
