Well, it won't be the "web server", because web traffic is TCP and multicast requires a stateless protocol such as UDP.
LabVIEW 7 and later include multicast support in the UDP palette ("UDP
multicast open") so you should be able to to implement multicast
communication with your own code.
(I don't understand your title "... send VIs to clients...". Could you
clarify?)
