[Lazarus] Lazarus 2.0.2 can no longer rename procedures/methods?

As per the subject, right clicking on a procedure/method, the 
"refactoring->rename identifier" item is greyed out.
It was available in 1.8.x.
Is there some setting to re-enable it?
