The winapi names are IMHO to achieve two goals, one get a desired behavior compatible with delphi and a behavior well documented in MSDN, so FillRect is well defined in MSDN on how it should perform. Do you really think that FillRectangleWithBrushAndPen function name is better than "FillRect" ?
