Is the fpc-source necessary for Lazarus to work properly? I would
expect the documentation to mention it if it is.
No, it's only nessesary if you want to debug throught the fpc code.
Debugging your own code does not require the fpc-source.
After installing the source directory is /usr/share/fpcsrc/$(FPCVER)/
The version as of now is 2.2.4-3
This seems like an old version, the most recent stable fpc AFAIK is
2.4.2 - what version of Ubuntu are you using?
