Some Windows & Linux applications (and all MacOSX applications) have a "application" menu item - which is the first item in the menu bar, and has the name of the application as the title (eg: "Lazarus"). In there it contains things like "Quit", "Preferences" etc... which all applies to the application - this actually make a lot more sense than putting such items in a "File" menu.

Granted, I'm not suggesting removing the "File" menu, as it has many items which indeed relate to a file operation.
