It is right. I made an unification of this message with VCL. We had both LM_ACTIVATE and LM_DEACTIVATE and both had Active field which could took WA_ACTIVE, WA_INACTIVE state. Now we have 1 message with proper filled Active state.
Maybe this change can hurt but better to do it now - until we've not released 1.0.
