I have made a demo application that demonstrates the problem reliably on my machine.
The problem occurs when the form that is supposed to end up on top already had the focus at the beginning. It seems xfwm4 for some reason thinks the focus never went away and just ignores the second focusing. The z-order of windows is always correct, only the focus is wrong. Attached is a demo program with instructions how to use and what to observe. Bernd
