What about compiling a simple project?
A simple project compiles ok, but a shared library outputs this:

but in project options, other, there are:

I guess that adding folders it will work one day !
What's wrong ? /etc/fpc.cfg ?
/etc/fpc.cfg is installed by the fpc rpm.
It should contain the lines:

-Fu/usr/lib64/fpc/$fpcversion/units/$fpctarget/*
