I found revision that broke it:

codetools: started ability to load code completion snippets from an xml files, thanks to Don Ziesig, patch 15922
I took a look to codecompetiontemplates.xml and I see nothing wrong there but
this was complex commit modifying 17 files.
I wonder why no one can reproduce it, maybe it comes to light only in
combination with my settings.
