If you copy from another app, you must use ctrl-v in lazarus. Or do you
mean copying text from lazarus to another app, using ctrl-c in lazarus.
But both seem to be working here.

Copy/paste works when clipboard is empty from start, but....
It's a bug.It appears only when cplipboard in Lazarus is not empty.
Steps to reproduce:
- copy something from source editor into clipboard eighter using Ctrl+C
or menu item
- copy something from another application to clipboard
- try to paste that into source editor - no way! you will have always
pasted text previously copied from source editor not latter from
external application.
