I've carefully read the licence coming with my copy of Kylix 3 Open
and there's no trace of the quoted sentence. On the contrary, all the

"clone" so to say.

For sake of completeness, section 4 specifically includes the GPL
license (where appropriate, not *all* is GPL, but clx is), and therefore
makes it legal to make clx clones. However clones shoud be GPL and not
LGPL, as Felipe Monteiro de Carvalho pointed, and this goes out of
Lazarus scope.
