Yes. Compile fpc from latest svn branch.
Also add the following lines to fpc.cfg
#IFDEF FPC_CROSSCOMPILING
-XP$FPCTARGET-
#ENDIF
and if you put the cross binutils in a different directory, add this:
-FDc:\fpc\crossbin
