8-bit needs palette support which we don't have. Since almost no one
needs it, it's unlikely to be implemented.

Out of curiosity, what is needed for palette support? A couple of years ago
I implemented some classes that implement color quantization,
dithering and so on. They are part of fpc since 2.0.2 (or 2.0.4?) IIRC
(fpquantizer.pas, fpditherer.pas in fcl-image).
