At this time you must install VCS in the Primary LDom. You then 
configure the Guest LDoms as cluster resources.
In this case the Guest LDoms are black boxes for the VCS and the VCS 
only checks that the Guest LDom is running and monitors the hardware in 
the primary LDom (Network, Storage, etc).

To also monitor the applications running in the Guest LDom you can 
install an additional Single Node Cluster in the Guest LDom and 
configure the applications running in the Guest LDoms as remote 
resources in the VCS running in the Primary LDom. In this case VCS also 
monitors the applications in the Guest LDoms.

AFAIK this   is only a temporay restriction
