John, Did they start the vntsd process? It has to be online before you can telnet to the console ports from the primary domain.
Are they trying to ssh into the console ports on the LDOMS from the primary domain or from an external host? The basic steps for setting up console is in the docs. Did they harden the primary domain? Please provide a more specific description of what the customer has and what they are trying to do. The answer to "How to configure console logging in" is very broad if you want a detailed answer.
