They can use a Jumpstart server located anywhere on the subnet (they don't need
to configure one on the control domain unless they wish to).

Without seeing the error message it's hard to guess what's going wrong but one
thing to check is to ensure that they are using the MAC address of the vnet and
not the MAC address of the system which is displayed in the OBP banner.
