This will probably always be the way that delayed reconfiguration will
work (but delayed reconfigurations should become less and less needed
as more devices can be reconfigured dynamically)

Support for VIO DR means that it will be a dynamic reconfiguration
instead of delayed (i.e. it will happen immediately) and this
restriction will go away. Support for VIO DR is planned for S10U6
(the code is already in snv_88) and LDoms 1.1. It involves both changes
to Solaris and the LDoms Manager package, but not firmware.
