Hi I too had this problem and after trying numerous things I went for the reboot of JS and it worked. I had previous stop/started tftp/bootparm, Added/removed the clients. I can only think it was somehow the networking on the JS server as when the client requested the mini root the TFTP traffic seems to be having problems as per your example. I don't seem how this could be NFS related as at this stage in the jumpstart NFS is not in play. Also my JS server worked fine before.
