That will typically happen when you execute an operation on the primary
domain that is not a dynamic reconfiguration (e.g. changing memory size
or adding/removing physical I/O).
You can cancel the operation if you don't wish to reboot at that time
('ldm cancel-op reconf primary') but obviously you would lose any
configuration changes you made to primary that caused it to go into
delayed reconfiguration mode.
