Terry, the vntsd authorization support went into s10u8 (see CR 6781539). Are you running U8 in the control domain (or wherever you're running vntsd)?
As to the svccfg syntax, once you get the proper OS installed (and the SMF property added automatically), you won't need to specify the "type=boolean:" bit.
