        I'd agree with you...except...I heard about the ICSA
early last year while pitching a proposal to a cable-modem OEM
here in the area. Their CM image is compiled for VxWorks
(Wind River's RTOS) and so they wanted a firewall in that OS
(which, weirdly, WindRiver does not provide...go figure). I
indicated to them my company's firewall capabilities, and 
his reply was quick: "is your firewall ICSA certified? That's
a checklist item for us."

        So, in a way, the $25k is just the access fee to the
real game. These hardware box makers are *not* software people,
and they've few experts in-house to rely upon. So, without that,
they rely on standards and consortiums and, yeah, certifications.
Won't matter a nit to JoeLinux user, and probably won't impress
JackHome user, but IMO it matters substantially to CorporateBob
*customer*.
