On a hunch, I did some digging for information about grsecurity
and randomized PIDs.  I couldn't find a good link, but based on
http://lists.jammed.com/sectools/2001/10/0092.html and other
tidbits about a fix for SMP problems with grsecurity random PIDs,
I think this is a feature of the grsecurity patch.  Can anyone
confirm?
