That may be the cause, but I'd need the exact import command you used to
verify it. Have you looked at the new SF Site Docs for CVS? They are
very good.

This is a known snycmail bug. It usually happens when importing empty
directories. Other things can trigger it too. The only result of this
error is a failure to generate a commit email to our cvs-commits list.
