I can't help much, but you might want to ask on the busybox list. There are frequent questions/problems with halt/reboot support in busybox, especially when running on various embedded systems.

The developer of the WRAP system suggests to use the SC1100 watchdog to reboot the system without even thinking about the keyboard controller. I quite like the idea because the built in HW watchdog strobes the reset line when not reset, this would make it a fine recovery should Bering ever freeze.
