Recommended. Norman Walsh changed this in the DocBook XSL release a
while back.

Now that the chunking level is set to chapter, only chapters their
parents should have IDs.

        Note:  doc-build.sh output will still generate recommendations
        for sections, but they won't affect us.

We had the generic auto-generated docbook filenames for most chapters.
The ones with ID attributes use(d) use.id.as.filename.
