No there is no lrcfg menu option yet.

Yes.  Disabling NTPDRUN in /etc/default will be enough, but only available on 
the commandline.
 
We can enable such an entry for leafcfg in initrd(?) I guess, though this 
isn't an obvious place to look for "ntpd". 
It seams to be easier to me to let access the default via CLI instead of 
lrcfg. 
Another option would be to generate a ntp metapackage, but this requires 
changes in ntpd.lrp as well.

So  an interim solution willl be to go with editing from CLI and to document 
on our wiki pages.
