As it looks like, you do have not enough time and connectivity the next few month, I'll give in and we better add bb ifconfig applet yet, to have (hopefully) a functional version of openswan. Even if we do not have to support a floppy image any longer, I'd like to avoid bloat and have the images as clean as possible.
