This isn't a bug, but was part of the increased security in Oxygen.
I'm surprised that there are device files being created in /tmp;
can't they be pointed to /dev?
As for lcap (mentioned previously) that only sets capabilities in the
kernel, and isn't used by the normal system, though it is available
to the user for them to use.
