I am running 2 machines without CPU fans:

1)  P166 non-MMX, not underclocked.  Antec motherboard.  There is a 
thremistor case fan directly in front of it though, but that's cause I'm 
paranoid. (The fan runs very slowly and quetly, which is why I did all 
this.  This fan never speeds up unless the room temperature exceeds 100 
degrees - which won't happen without a nuclear war)
Also the heatsink is huge (Got it from bgmicro, not sure if he still has 
it.) - 1 1/4 " fins on it, a bit larger base than the chip itself.
Also in this machine I replaced the Power Supply fan with a thermistor 
fan - it runs very slowly (probably < 1000 RPM) until it gets hot in 
front of it (input side) and then is spins up incrementally to 3000-4000 
RPM. Overall the hard drive is louder than anything now.
(Now I just need to do this for the LRP box and I won't hear it at all)


2) P133, also not underclocked. Same setup.  (stock power supply fan - 
loudest thing there)

Both heatsinks get warm, almost hot to the touch. You can hold you hand 
on it no problem.  Without the case fan though, the 133 seems to get 
kinda hot (no CPU temp on either one so no numbers.)  Nothing ever 
breaks or crashes though.  Strangely enough, the 166 stays cooler 
without the fan.

The 166 runs a Mandrake server (light usage) and the 133 is my LRP box.

I wouldn't recommend taking the fan off a 1Ghz Athlon though, that thing 
blows out hot air with 4 fans in a full tower case!
