I ran into the 1st half of your problem.  To resolved it when booting from
CD I added a pkgpath.cfg to the floppy to tell it where the packages are.
For me the file contains:

/dev/fd0:msdos,/dev/hda:iso9660

After adding that, the floppy drive was in the list back up destinations.
It's in the install instructions I just didn't realize it was needed for
backup logic.
